Background
The Colorado Department of Public Health and Environment (CDPHE) is seeking proposals for courier services to support its laboratory operations. The CDPHE Laboratory maintains a statewide courier network for the delivery of medical, environmental, and forensic samples. The goal is to reduce administrative burdens, decrease turnaround times, establish an emergency delivery system, and ensure a reliable chain of custody for samples. Work Details
The successful Proposer will be responsible for providing comprehensive courier services that include:
1. Pickup, transportation, and delivery of laboratory samples such as biological specimens (blood, urine), newborn screening dried blood spot cards, animal carcasses, water samples, milk samples, food samples, and sample collection materials (swabs, bottles).
2. Establishing scheduled routes for regular pickups and deliveries throughout the proposed regions.
3. Providing on-demand and non-scheduled pickups as requested by CDPHE personnel.
4. Ensuring compliance with all applicable regulations regarding the transport of diagnostic specimens and infectious substances (OSHA, USDOT, WHO/UN).
5. Implementing an electronic tracking system for real-time updates on package status and delivery confirmations.
Period of Performance
The contract is anticipated to start on October 1, 2025, with an initial term lasting until September 30, 2026. There is potential for renewal for up to four additional one-year periods based on performance and funding availability.

The courier services will be performed throughout the State of Colorado across three designated regions as specified in the RFP.
