Background
The State of Colorado, through the Colorado Energy Office (CEO), is seeking a qualified contractor to help administer the Help Center for the Building Performance Colorado Program. This program integrates the State’s Benchmarking and Building Performance Standards (BPS) programs and provides in-depth technical assistance to building owners. The program was established as a result of the 'Energy Performance for Buildings' Statute (House Bill 21-1286) passed by the Colorado General Assembly in June 2021.
Work Details
The contractor will be responsible for various tasks including program administration, data management system and administration, building and building owner information management, and Help Center administration. The Help Center will provide troubleshooting and programmatic support to all building owners complying with the state’s Building Performance Colorado Program. It will be staffed with at least 4 trained energy and sustainability consultants from 9:00 am – 5:00 pm Mountain Time, Monday through Friday, with additional staff during peak periods around the June 1st reporting deadlines.
The contractor will also assist with updating the covered buildings list, managing the State’s database management system, and providing in-depth assistance to building owners for benchmarking support as well as BPS support.
Period of Performance
The initial term of the awarded Contract is anticipated to begin as soon as an executed contract is in place and will end on September 1, 2024. This Contract may be renewed for up to four additional one-year periods at the sole discretion of the State. The total duration of the Contract, including all options, is not anticipated to exceed five (5) years.
Place of Performance
The work will be performed remotely with coordination with the CEO and ClearlyEnergy teams. Some events may require in-person attendance and/or travel.
