Description

Background
The City of Pueblo is seeking proposals from qualified, licensed engineering firms to perform technical analyses, prepare documentation, and support an MT-2 (map revision) application to be submitted to FEMA.
The primary goal of this study is to improve the accuracy of the effective flood hazard mapping and base flood elevations in the vicinity of the James R. DiIorio Water Reclamation Facility (WRF), which faces considerable flood risk due to its proximity to the Arkansas River.

Work Details
The project includes the following tasks:
1) Project Management and Coordination - managing project delivery, preparing progress reports, and ensuring compliance with standards;
2) Data Collection and Review - collecting necessary data for technical analyses including current Flood Insurance Study (FIS), Flood Insurance Rate Maps (FIRMs), topographic data, and other relevant information;
3) Hydrologic and Hydraulic Modeling - performing updated hydrologic analyses and developing a modeling approach that accounts for complex flow conditions;
4) Public Outreach and Technical Meetings - supporting stakeholder engagement activities and conducting public meetings;
5) Prepare Report and Application - documenting study results, drafting a comprehensive report, completing FEMA MT-2 application forms, and developing revised FIRM panels;
6) Coordinate with Federal, State, Local Agencies - providing ongoing support throughout FEMA’s review process.

Period of Performance
The activities documented in this Statement of Work shall be completed within 24 months after official notice to proceed.

Place of Performance
The work will be performed in Pueblo, Colorado, specifically around the James R. DiIorio Water Reclamation Facility located at 1300 S Queens Avenue.

Bidder Requirements
Consultants must demonstrate qualifications through prime personnel and subconsultants. All professionals must show proof of licensing as required by the State of Colorado. Proposers must comply with local regulations regarding business licensing within the City of Pueblo.
