Background
The Lake County Assessor’s Office is responsible for valuing real and personal property in accordance with Colorado state law, ensuring accurate property assessments for tax purposes. The current systems in use for mass appraisal and reporting are outdated, inefficient, and unable to scale to meet the growing needs of the office. As such, the County seeks a modern, integrated Computer-Assisted Mass Appraisal (CAMA) system, a reporting platform that provides comprehensive analytical capabilities, and a data collection solution that is intuitive and effective for field appraisers and staff.

Work Details
The contract includes the following deliverables:

1. Implement a New CAMA System: A comprehensive CAMA system to manage the mass appraisal of real and personal property with features such as automated and manual property valuation capabilities, integration with GIS and county databases, support for various property types (residential, commercial, agricultural), advanced valuation methodologies (Cost, Sales Comparison, Income Approach), user roles management, compliance with Colorado property tax laws, secure data storage options (cloud-hosted or on-premises), and disaster recovery plans.

2. Develop a Reporting Platform: A robust reporting solution that allows customizable dashboards and report generation for property valuations, appeals, exemptions, and tax assessments. It should include built-in business intelligence tools for analysis and forecasting.

3. Enable Efficient Data Collection: A mobile-compatible application for field appraisers to collect data on-site with features like real-time data synchronization, GPS integration for property identification, offline functionality, and integration with the CAMA system to update records automatically.

Period of Performance
The contract will commence upon award and is expected to be completed within a timeline established in the proposals submitted by vendors.
