Colorado Brownfields Community Outreach

Background
The Colorado Department of Public Health and Environment (CDPHE), through its Hazardous Materials and Waste Management Division (HMWMD), aims to enhance environmental quality and public health in Colorado.

The state’s Brownfields program identifies underutilized properties, often avoided for development due to cleanup costs and liability concerns. This outreach initiative primarily targets rural communities but also extends to metropolitan areas, assisting local governments, economic development organizations, and non-profits in addressing Brownfield site challenges. The project seeks to provide education on the Colorado Brownfields Program, resources, technical assistance, and workshops to facilitate redevelopment efforts.

Work Details
The successful Offeror will be responsible for:
1. Creating a project plan;
2. Facilitating outreach events for the Colorado Brownfields Program;
3. Hosting the Colorado Brownfields Program website;
4. Organizing the Colorado Brownfields Program Conference;
5. Providing a circuit rider position;
6. Offering on-call services regarding Colorado Brownfields Program issues.

The project is designed to make complex issues more manageable for communities while promoting redevelopment and potential grant funding.

Period of Performance
The contract is anticipated to start on January 29, 2025, with an initial period lasting until January 28, 2026. There is potential for four additional one-year renewals based on performance and funding availability.

Place of Performance
The outreach efforts will be conducted statewide across Colorado, focusing primarily on rural areas but also including metropolitan regions.
