Child Passenger Safety Car Seat Recycling Program

Background
The Colorado State Patrol (CSP) oversees Car Seats Colorado, a program funded by the Colorado Department of Transportation (CDOT) aimed at ensuring that every child in Colorado is properly secured in an approved restraint system while riding in a vehicle.

In 2015, Car Seats Colorado initiated a recycling program for car seats to encourage the safe disposal of old, expired, or damaged car seats and prevent them from ending up in landfills. The goal of this solicitation is to find a vendor to facilitate the transportation and recycling of these used car seats.

Work Details
The vendor will be responsible for:
1. Coordinating with the Car Seats Colorado Program Coordinator to schedule pickups of full bins for delivery to All Recycle located at 1775 West Wesley Avenue, Englewood, CO 80110, and replacing them with empty 'floater' bins.
2. Managing varying pickup frequencies: Front Range locations will require pickups one to two times per month, while Western Slope and Eastern Plain locations will need pickups one to two times per year.
3. Communicating timelines and progress regularly with the Program Coordinator.
4. Allowing removable signage on bins for co-branding purposes during the agreement term.
5. Providing portable enclosed and lockable storage bins with minimum dimensions of 8' x 8' x 16' featuring roll-up doors.
6. Offering storage and transportation services to/from approximately 20 designated locations statewide, with potential for additional sites as needed. Current pickup locations include cities such as Golden, Glenwood Springs, Commerce City, Broomfield, Pueblo, Castle Rock, Fort Collins, Florence, Fruita, Lamar, Durango, Sterling, Montrose, Arvada, Alamosa, Aurora, Limon, Craig, Colorado Springs, and Frisco.

Period of Performance
The contract period is from the effective date of the purchase order through June 30, 2025. The award may be extended for up to two additional years not exceeding a total value of $250,000.

Place of Performance
The services will be performed throughout various locations in Colorado as specified in the solicitation.
