Description

LEGISLATIVE CONSULTING SERVICES AND LOBBYING SERVICES
Background
The Colorado Community College System (CCCS) is a statewide system of 13 community colleges with over 25 locations across the state, governed by the State Board for Community Colleges and Occupational Education. Each college is unique to its community, in the rural areas and in the urban areas.
CCCS has a statutory 'open admissions' mandate which creates some uncertainty in predicting enrollment and, therefore, funding needs.

Work Details
CCCS seeks professional state legislative consulting services that provide comprehensive, pro-active, highly effective confidential legislative and regulatory monitoring, lobbying, and government-relations services to advance the system’s goals and mission. The services required include:
- Strategy development and implementation of legislative agenda, key proposals, and policy positions
- Counter strategies for adverse legislation
- Annual strategic planning meetings
- Drafting of letters, testimony and talking points on legislation
- Support at the State Capitol as day-to-day contact for legislators and other lobbyists
- Tracking and attending committee and rulemaking hearings
- Advocacy for proposed legislation
- Building and maintaining strong relationships with legislative and local government policy makers
- Identifying, tracking, reviewing, and submitting individualized reports on all state legislation and legislative proposals that may impact CCCS
- Monitoring activities of various committees and regulatory bodies
- Abiding by all ethics and state laws pertaining to registered lobbyists.

Period of Performance
The initial term of the awarded Contract is anticipated to begin on July 1, 2024 for a one year term. This Contract may be renewed for up to four (4) additional one-year periods at the sole discretion of the State. The total duration of the Contract, including all options, is not anticipated to exceed five (5) years.

Place of Performance
The services will be performed at various locations including the State Capitol.
