CBI Proprietary Software for Secure Document Delivery System

Background
The Colorado Bureau of Investigation (CBI) is seeking to extend its contract with LogikCO for the Secure Document Delivery System (SDDS).
This system is essential for the secure exchange of criminal justice information across various state agencies, ensuring compliance with FBI CJIS security policies.
The SDDS serves as a critical infrastructure for over 4,000 stakeholder agencies, supporting Colorado's public safety mission.

Work Details
LogikCO will continue to provide the SDDS proprietary software, which includes:
- A secure website for delivering criminal justice information to the public.
- Integration with CCIC, MBIS, and CABS systems used by fingerprint vendors.
- Maintenance and updates related to the SDDS website.
- Compliance with CJIS and FBI security standards including full encryption at rest and in transit.
- Features such as document lifecycle automation, agency self-service capabilities, real-time notifications, and audit traceability.
- Support for modular upgrades and future-proof technology enhancements.

Period of Performance
The contract period is from July 1, 2025, to June 30, 2028.

Place of Performance
The services will be performed within Colorado's infrastructure as managed by Colorado OIT.

Bidder Requirements
This is a sole source procurement justified by the unique capabilities of LogikCO to provide the SDDS.
There are no other vendors capable of offering this specific service without incurring significant costs and delays.
