Background
The Department of Military and Veterans Affairs (DMVA) requires a State-Wide Study of the Energy Management Control System (EMCS) and Building Automation System (BAS) options available in the marketplace. This initiative is driven by concerns regarding the cybersecurity vulnerabilities associated with Schneider Electric hardware components, highlighted by the National Guard Cyber Security Team in August 2022. In April 2024, the National Guard Bureau requested Colorado to determine the costs for replacing the existing BAS across all facilities to enhance reliability, functionality, and reduce cyber risks. The new BAS is intended to set a standard for DMVA moving forward, with the study providing essential cost information for future budgeting and planning.

Work Details
The scope of work includes:
1. Review of current DMVA BAS hardware inventory.
2. Analysis of different software suppliers.
3. Cost estimation for transitioning to a new BAS system at each facility.
4. Focus on transitioning system components including HVAC System Interface and Controls, limited Doors/Gates, and Utility Meters (Water, Electric, and Gas).
5. Evaluation of authorized vendors including Computrols, Tridium, Johnson Controls, Set Point, Siemens, and Honeywell based on their ability to integrate with existing systems and provide comprehensive support services.
6. Attendance at project kick-off meetings to confirm study scope and deliverables.
7. Coordination with DMVA for documentation review and site visits as necessary.
8. Compilation of vendor information including costs for system installation, software support, annual fees, maintenance services, and compatibility with DOD requirements.
9. Preparation of a matrix comparing vendor offerings including life cycle cost analysis.
10. Recommendations for transition factors to the new BAS system.

Period of Performance
The Engineer shall complete all services outlined in this Statement of Work within 180 days from the execution of a State A/E Consultant Agreement.

Place of Performance
The contract will be performed across 39 main Colorado Army National Guard facilities totaling approximately 1.35 million square feet.
