Description

Breast Pumps
Background
The Colorado Department of Public Health and Environment (CDPHE) is issuing this Request for Proposal (RFP) to procure breast pumps and breastfeeding aids for the Women, Infants, and Children (WIC) program.

The WIC program aims to provide nutritional support and education to income-limited pregnant, postpartum, and lactating women, infants, and children up to five years old who are identified as being at nutritional risk. This initiative is part of a broader commitment to equity in health outcomes for marginalized communities, particularly people of color. The program currently serves approximately 9,700 breastfeeding women each month.

Work Details
The contractor will supply both personal-use electric breast pumps and multi-user hospital-grade double electric breast pumps along with necessary accessories. Specific requirements include:

1. **Personal-Use Electric Breast Pumps**:
- Must be electric double pumps suitable for single users.
- Each pump must be packaged individually with user manuals that include setup instructions, assembly guidance for milk collection kits, troubleshooting advice, and manufacturer contact information.
- Must include a milk collection kit with at least four breast shields/flanges of varying sizes (19-28 mm), two reusable milk collection bottles (BPA-free), and extra membranes or valves.
- Must have a durable carrying case with insulation for storage of milk bottles.
- Warranty coverage for at least one year against defects.

2. **Multi-User Hospital-Grade Pumps**:
- Designed for multiple users with durable materials that can be easily sanitized between uses.
- Must have visible breast milk pathways that prevent contamination of the pump motor.
- Each unit must come with a user manual similar to the personal-use pumps.
- Effective in establishing an individual’s milk supply of at least 500 ml within 24 hours after day five postpartum.

Period of Performance
The contract will commence on October 1, 2025, and will initially run until September 30, 2026. There is an option for renewal for up to four additional one-year periods based on performance and funding availability.

Place of Performance
The services will be performed within Colorado as the products are supplied to local WIC agencies across the state.

Bidder Requirements
Proposers must have a minimum of three years' experience supplying breast pump products and services. They should also provide evidence of their ability to deliver products timely across multiple locations and conduct training sessions as needed. Additionally, proposers must comply with all applicable state and federal laws regarding non-discrimination.
