AWS Permits Modernization Database

Background
The Colorado Department of Public Health and Environment (CDPHE), specifically the Water Quality Control Division (WQCD), is responsible for monitoring and reporting on the quality of state waters to prevent pollution and ensure safe drinking water.

The division aims to modernize its permit issuance process by developing a cloud-based permit management system that enhances communication and transparency for permittees across Colorado. This initiative addresses data accuracy, completeness, and accessibility, facilitating streamlined operations and decision-making.

Work Details
The awarded contractor will develop the AWS Permits Modernization Database, which includes:
1) A database structure with tables and fields for tracking and managing the permit process;
2) Queries or APIs to pull data from existing sources into the new database;
3) A reporting dashboard accessible via the Internet that reflects EPA ICIS information and permit statuses for stakeholders and the public.

The project budget is set at $220,000, covering all necessary activities to implement a fully operational system by June 30, 2025. Key requirements include using a cloud-based infrastructure, providing real-time access to data for CDPHE, compliance with OIT procedures, conducting the project using Scrum methodology, and ensuring integration with existing systems.

Period of Performance
The initial contract period is from December 1, 2024, to June 30, 2025. There is an option for up to four additional one-year extensions, totaling a maximum potential contract term of five years.

Place of Performance
The contract work will primarily be performed in Colorado, utilizing a secure cloud hosting environment provided by Amazon Web Services.
