Analysis/Tech Update & Basin Implementation Plans Update;

Background
The State of Colorado, Department of Natural Resources (DNR), on behalf of the Colorado Water Conservation Board (CWCB), is issuing this Request for Proposals (RFP) to obtain competitive proposals from qualified individuals and firms. The goal is to lead a comprehensive technical analysis of Colorado’s future water supply and demand through the year 2070. This work will inform state and local planning efforts, including the integration of technical analysis into Basin Implementation Plans across the state’s nine basin roundtables. The results will serve as the basis for updating the Colorado Water Plan due in 2033.

Work Details
The contractor will be responsible for conducting a Technical Update from 2025-2029 and updating Basin Implementation Plans (BIPs) from 2029-2031. Key tasks include:

1. **Technical Update**:
- Finalize planning scenarios and refine descriptive narratives.
- Conduct literature reviews and develop methodologies for updating datasets related to municipal, industrial, agricultural water demands, environmental risks, and wildfire risks.
- Engage Technical Advisory Groups (TAGs) for input on methodologies.
- Deliver a draft Analysis & Technical Update report that includes graphics-focused summaries and detailed technical memoranda.

2. **Basin Implementation Plan Updates**:
- Facilitate workshops with each Basin Roundtable to guide BIP updates, focusing on goals, objectives, and project evaluations.
- Develop strategic visions for each basin through targeted workshops.
- Prepare full drafts of each basin’s BIP along with supporting technical memoranda and summary documents.

3. **Project Management**:
- Maintain communication with CWCB and coordinate internal team efforts throughout the project duration.

Period of Performance
The contract performance period begins upon execution of the contract, expected around December 8, 2025, and continues until June 30, 2032, with an option for up to six annual renewals.

Place of Performance
The work will primarily be performed within the State of Colorado.

Bidder Requirements
Offerors must demonstrate qualifications relevant to natural resource management projects. They should comply with insurance requirements including workers' compensation, general liability ($1 million per occurrence), automobile liability ($1 million per accident), and must name the State as additional insured. Additionally, Service Disabled Veteran Owned Small Businesses (SDVOSBs) may receive a preference if they provide documentation of certification.
