2025 or newer vehicles

Background
The State of Colorado, through the Department of Personnel and Administration, is issuing this Invitation to Negotiate (ITN) to establish State Price Agreements for 2025 or newer model year fleet vehicles.

The goal is to facilitate the procurement of vehicles for various state agencies, institutions of higher education, political subdivisions, and eligible non-profit organizations. The state intends to acquire approximately 534 total vehicles and approximately 175 patrol vehicles from the resulting agreements.

Work Details
Respondents may submit proposals for one or more vehicle body codes as specified in the ITN. The state requests responses for any manufacturer and all body codes except for certain specified models.

The awarded vendors will be responsible for providing standard new vehicle equipment that meets federal emission standards. Vehicles must be delivered complete with all manufacturer standard equipment and must comply with the specifications outlined in the ITN. Key requirements include:
- Vehicles must be factory-installed options under a full warranty.
- No dealer-installed options unless pre-approved.
- Minimum warranty period of 3 years or 36,000 miles.
- Vehicles must be delivered turn-key ready with no less than a quarter tank of fuel.
- Compliance with federal and state laws regarding vehicle safety and emissions.
- Delivery timelines are critical; vehicles are expected to be delivered by September 30, 2025.

Period of Performance
The estimated contract performance period is one year, with an option for one extension period of up to one year at the same rates and terms.

Deliveries are requested to begin after March 1, 2025.

Place of Performance
Vehicles will be delivered to various locations within Colorado, primarily in the Metropolitan Denver area, including but not limited to Denver, Adams, Arapahoe, Boulder, Douglas, Broomfield, and Jefferson counties.
