2025 Hot Mix Asphalt - Material Only

Background
Montrose County is seeking qualified asphalt producers to manufacture hot mix asphalt (HMA) for their infrastructure needs. The goal of this contract is to procure 6,000 tons of HMA, ensuring that the successful bidder provides all necessary labor, materials, equipment, and supervision for the production of the specified asphalt. This solicitation is specifically for material only.

Work Details
The contractor shall produce 6,000 tons of hot mix asphalt (HMA), specifically PG 64-22 grade. Delivery will be made into Montrose County haul trucks from the producer's batch plant, which must be located within a 15-mile haul distance from the intersection of Main Street and Townsend Avenue in Montrose, Colorado. The contractor must meet specifications outlined in Attachment 'A' – 2025 Hot Mix Asphalt Specifications.

The county reserves the right to take samples of the HMA to verify compliance with material specifications. If test results fail to meet minimum specifications, Montrose County may seek remedy or terminate the contract. Pricing shall be guaranteed through October 30, 2025. Orders will be placed at least three working days prior to need and must be for a minimum of 100 tons unless coordinated with other orders. The estimated quantity is subject to change based on actual needs and budget appropriations.

Period of Performance
The contract performance period is expected to commence upon award and continue through October 30, 2025.

Place of Performance
The work will be performed in Montrose County, Colorado, with specific delivery requirements to locations within the county.

Bidder Requirements
Bidders must provide a bid security of 5% along with their proposal as outlined in C.R.S. 24-105-201. A payment and performance bond equal to 100% of the bid amount will be required from the successful bidder as per C.R.S. § 38-26-106. Bidders must also furnish certificates of required insurance coverage and complete a Form W-9 'Request for Taxpayer Identification Number and Certification'. An Equal Employment Opportunity Certification letter is also required.
