Background
The Colorado Parks and Wildlife (CPW) agency has been using SmartCop software since 2021 to support the records management for nearly 400 full-time officers and 150 seasonal, limited-commission officers. The software provides the platform to control, audit, and inventory investigative reports, query vehicle, driver, and criminal histories, and interface with FBI’s CJIS program for arrest warrants and other criminal information. The programming must meet stringent requirements set forth by the FBI to protect this information (CJIS compliance). SmartCop has made adjustments to the software to meet specific needs of each state where it is used. This contract seeks to maintain the existing licensed software through SmartCop to support RAMS for the agency.

Work Details
The SmartCop software (RAMS) provides each officer with access to various law enforcement information such as CJIS information in the National Criminal Information Center (NCIC) and the Colorado Crime Information Center (CCIC), driver’s license queries, vehicle history and information, warrant information and confirmation, interstate criminal information, criminal and arrest histories, stolen weapon and vehicle information, various criminal identifiers including sexual predator, gang activity, organized crime, missing persons, amber alerts and others. It also includes audit logs of report access and sharing, CPW E-Tickets issuance to violators, incident report templates and organization of criminal compilations for case investigative reports.
Additionally, it includes evidence inventory and compilation; maintenance of historical reports and citations by Colorado Division of Parks and Outdoor Recreation and the Colorado Division of Wildlife; securing messaging services between RAMS users within different platforms provided through SmartCop (Mobile MCT, ServerForms, MobileForms). These costs also include customer service access to SmartCop programmers, continual updates of software patches, systems maintenance on CPW laptops for SmartCop related programs and other related support for CPW’s Law Enforcement Records Unit and the RAMS system.

Period of Performance
The contract will be issued/executed as soon as practical with a sole source procurement end date of 6/30/2029. The annual costs beginning in FY ‘25 are approximately $185,714.55 with a 5% increase in licensing fees and services annually through the duration of the contract.
