2023-009P22 Depreciation Fund Sunada Parking Lot

Background
The Colorado Department of Human Services (CDHS) is seeking an Architect/Engineer/Consultant (A/E) to provide professional design services for the replacement of the parking lot at the Sunada Learning Center in Arvada, Colorado. The existing parking lot has approximately 50 spaces and requires significant repairs and upgrades, including new asphalt, curbs, gutters, sidewalks, and striping. The project aims to enhance accessibility and comply with state mandates for electric vehicle (EV) charging stations as per the Governor’s Executive Order D 2022 016.

Work Details
The selected A/E will be responsible for:
1. Conducting a thorough assessment of the existing parking lot conditions.
2. Designing a new parking lot layout that includes approximately 50 parking spaces.
3. Providing specifications for new asphalt, curbs, gutters, sidewalks, and striping.
4. Evaluating the need for additional pole lighting and building wall pack lighting.
5. Ensuring compliance with the Buy Clean Colorado Act by including Environmental Product Declarations (EPDs) that meet maximum acceptable global warming potential limits for all eligible materials used in construction.
6. Preparing construction documents necessary for bidding and execution of the project.

Period of Performance
The anticipated timeline for this project includes:
- Design Start: June 8, 2026
- Construction Start: July 2026
- Construction Completion: October 2026

Place of Performance
The work will be performed at the Sunada Learning Center located at 6225 Simms Street, Arvada, CO 80004.

Bidder Requirements
Bidders must meet the following requirements:
1. Must have designed and completed two projects with similar scopes within the past five years.
2. Must be familiar with mental health care facilities.
3. Must have experience working with prevailing wages and certified contractor pay applications.
4. Must be a licensed architect or engineer registered in Colorado.
5. Attendance at a mandatory pre-submittal conference is required to submit qualifications.
