Description

The County of Yolo is requesting proposals through the Request for Proposals ( RFP ) process from qualified vendors for a Workforce Management Solution as outlined in this RFP.

The County of Yolo ( County ) is currently using Infor Workforce Management 6.2 solution for time and attendance, scheduling, and absence management for approximately 1,900 employees. This is the specific system for which a replacement solution is being sought through this particular procurement.

The County also uses the Infor CloudSuite for Human Capital Management and Payroll and this system will continue to be used. Any new time and attendance system selected will have to properly integrated with this Human Capital Management and Payroll System on an ongoing basis. Proposed software solutions which have successfully been integrated with this platform are preferred.

Proposers who submit a response to this RFP must have the ability to meet all the requirements, including complying with the terms and conditions contained in this RFP.

Background
The County of Yolo is seeking proposals from qualified vendors for a Workforce Management Solution to replace its current Infor Workforce Management 6.2 solution, which is used for time and attendance, scheduling, and absence management for approximately 1,900 employees. The County also utilizes the Infor CloudSuite for Human Capital Management and Payroll. Any new solution must integrate seamlessly with this existing system. The goal of this procurement is to implement a fully functional web-based application that can manage leave absences and track time and attendance effectively while ensuring compliance with labor distribution business requirements.

Work Details
The selected vendor will provide a new workforce management solution that meets the following requirements:

1. Implement a web-based application capable of managing leave absences and recording time across various cost pools.
2. Ensure integration with the existing Infor CloudSuite for Human Capital Management and Payroll.
3. Comply with mandatory labor distribution business requirements as outlined in Attachment 3.
4. Provide full functionality for all items marked as 'Required' or 'Needed' in Attachment 4, with additional support for 'Wanted' or 'Wished for' functionalities where possible.
5. Generate time reports that include specific data fields identified in Attachment 5.
6. Ensure availability of the application on a 24/7/365 basis under a mutually agreed Service Level Agreement (SLA).
7. Provide project management, customization of the software solution, testing, and training for County staff post-implementation.

Period of Performance
The contract term is expected to begin on October 1, 2025, and run through September 30, 2028, with options for renewal up to four additional years.

Place of Performance
The services will be performed at the County of Yolo's facilities located at 625 Court St #101, Woodland, CA 95695.

Bidder Requirements
Proposers must have at least five years of recent experience implementing similar workforce management solutions with public agencies such as counties or cities. Additionally, proposers must demonstrate compliance with all terms and conditions outlined in the RFP.
