Window, Insulated Panel, Rain Gutter, and Down Drain Replacement/Installation Services and Painting Services in Mendocino and Lake County

Background
The California Department of Transportation (Caltrans) is issuing this Invitation for Price Quote (IFPQ) #01A6494 for window, insulated panel, rain gutter, and down drain replacement/installation services, as well as painting services in Mendocino and Lake County.

The goal of this contract is to ensure the maintenance and repair of facilities used by Caltrans, thereby supporting their mission to provide a safe and efficient transportation system.

Work Details
The contractor shall provide all labor, tools, materials, parts, supplies, vehicles, equipment, travel, and incidentals necessary for the following tasks:
1. Minor repairs and replacement of windows, rain gutters, and down drains at the Boonville Maintenance Station in Mendocino County.
2. Minor repairs and replacement of windows and insulated panels at the Lakeport Maintenance Station in Lake County.
3. Exterior painting of the office/shop building at the Lakeport Maintenance Station.

Specific requirements include:
- Replacement of rain gutters/down drains with 24-gauge aluminum or thicker material;
- Installation of two down drains on each side of the building;
- Replacement of windows with commercial-grade high-efficiency models;
- Installation must follow industry standards ensuring a sealed weather-tight installation;
- Painting includes preparation work and application of one coat of stain-blocking primer followed by two coats of commercial high-performance paint.

Period of Performance
The contract is estimated to commence on June 1, 2025, or upon approval by Caltrans, whichever is later. The contract will expire on November 30, 2025.

Place of Performance
The services will be performed at two locations:
1. Boonville Maintenance Station located at 13550 State Highway 128, Boonville, CA 95415 in Mendocino County;
2. Lakeport Maintenance Station located at 3218 Hill Road East, Lakeport, CA 95453 in Lake County.

Bidder Requirements
Bidders must be certified small businesses registered with the California Department of General Services (DGS). They must possess a valid Contractor's State License Board (CSLB) license appropriate for the work to be undertaken. Additionally, bidders must have a current registration with the Department of Industrial Relations (DIR). Bids exceeding $461,000 will be deemed non-responsive. Prevailing wages apply if the total bid exceeds $15,000.
