Description

The intent of this Request for Proposals (RFP) is to secure the services of one qualified Consultant to prepare a comprehensive rate model and complete a Cost of Service rate study and 5-year rate forecast comprised of:
1. Wastewater Connection Fees,
2. Monthly Wastewater Service Rates,
3. One Water Connection Fees,
4. Monthly Meter Equivalent Unit Rate,
5. Direct Recycled Water,
6. Recycled Water Fixed Cost Recovery, and
7. Groundwater Recharge Service Rates.
In addition, the Consultant will develop alternative CBP cost allocation alternatives and associated impacts to various rates and charges for Agency staff to review and consider. Determination of the cost allocation for the CBP is the top priority before conducting the rest of the Cost of Service rate study. Once CBP cost allocation is determined, the Cost of Service rate study for FY 2027-2028 and 2028-2029 and the 5-year (FY 2027/28 through FY 2031-32) rate forecast will be completed that incorporates the allocation of CBP costs to the appropriate rates and charges, based on IEUA's direction. The rate study will require close coordination with IEUA staff and require the Consultant to work incorporate input, as directed by IEUA staff, from IEUA's sewage collection and retail agencies. The selected Consultant shall be well versed with developing wholesale and retail water, recycled water, and wastewater utility rate structures and be knowledgeable of all California codes, laws, and regulations as they relate to public agency finances (cities and special districts).
Background
The Inland Empire Utilities Agency (IEUA) is a regional wastewater treatment agency and wholesale distributor of imported water, formed in 1950. Its mission includes supplying imported water to municipalities and water agencies, providing regional wastewater treatment, and managing recycled water resources. IEUA serves approximately 935,000 residents across 242 square miles in western San Bernardino County. The agency is governed by a five-seat elected Board of Directors and provides sewage utility services to several cities and districts. The current contract aims to secure consulting services for a comprehensive rate evaluation and financial modeling to support the agency's fiscal planning for FY 2027-2028 and FY 2028-2029.

Work Details
The selected Consultant will prepare a comprehensive rate model and conduct a Cost of Service rate study that includes:

1. Wastewater Connection Fees;
2. Monthly Wastewater Service Rates;
3. One Water Connection Fees;
4. Monthly Meter Equivalent Unit Rate;
5. Direct Recycled Water;
6. Recycled Water Fixed Cost Recovery;
7. Groundwater Recharge Service Rates.

The Consultant will also develop alternative cost allocation strategies for the Chino Basin Program (CBP) and assess their impacts on various rates and charges, ensuring close coordination with IEUA staff throughout the process.

Period of Performance
The contract duration is three years with an option for two additional two-year extensions based on performance, starting from the award date anticipated in August 2025.

Place of Performance
The work will primarily take place within the jurisdiction of the Inland Empire Utilities Agency, which encompasses western San Bernardino County.

Bidder Requirements
Consultants must demonstrate experience in developing water, recycled water, and wastewater rates in California, particularly with Proposition 218 compliance. They should be capable of effectively communicating complex financial data to various stakeholders including elected officials and agency staff.
