Wastewater Master Plan

Background
The City of Beaumont, located in Riverside County, California, was incorporated in 1912 and encompasses approximately 30 square miles. The city is seeking proposals for professional services to develop an updated Wastewater Master Plan (WWMP) due to the need for additional sewer facilities and updates to existing hydraulic models.

The previous WWMP was completed in August 2021, but new developments necessitate an update to address capacity and regulatory requirements.

Work Details
The selected consultant will provide engineering services for the Wastewater Master Plan Update. Key tasks include:
- Updating the hydraulic model of the wastewater conveyance system;
- Performing capacity analysis of lift stations, force mains, and gravity mains;
- Preparing an updated WWMP report;
- Conducting ongoing annual updates to the hydraulic model;
- Evaluating future sewer improvements;
- Addressing energy consumption strategies at lift stations.

Deliverables include ten bound copies of the updated WWMP report, digital copies of all reports and models, and a supporting operating manual.

Period of Performance
The initial term of the agreement shall be three years from the award date, with two optional one-year extensions.

Place of Performance
The contract will be performed within the City of Beaumont, California.

Bidder Requirements
Consultants must possess relevant qualifications, education, and licensing. They are required to have professional liability insurance with a minimum coverage of $1 million per occurrence. Additionally, contractors must comply with prevailing wage laws and provide proof of payment for wages as stipulated by state regulations.
