Background
The City of Richmond’s Police Department is seeking proposals for video surveillance technology, specifically Automated License Plate Reader Technology (ALPR) and Closed-Circuit Television (CCTV). Work Details
The contract includes the provision of:
- 110 ALPR cameras;
- 65 CCTV cameras (20 solar-powered fixed and 45 pan-tilt-zoom);
- software that complies with federal, state (SB-274), and local regulations;
- installation of equipment without tapping into power on City-owned light poles;
- maintenance and support for all equipment;
- submission of necessary encroachment permits.
Preferred features include integration with Axon FUSUS Real Time Crime Center software and compatibility with other video surveillance technologies such as drones. Optional items include portable ALPR and CCTV equipment, as well as law enforcement drone technology with specific capabilities outlined in the RFP.
Period of Performance
The anticipated term of this contract is a minimum of three (3) years, with an option to renew for additional time and services through mutual agreement.

Bidder Requirements
Vendors must comply with the Sanctuary City Contracting Ordinance which prohibits contracting with entities providing Data Broker or Extreme Vetting services to ICE. Additionally, vendors must have valid business licenses in Richmond, pass background checks for access to sensitive data, and provide insurance as specified in the RFP.
