Utility Rebate Management System

Background
The City of Roseville is soliciting proposals for a Utility Rebate Management System to support its Electric Utility and Environmental Utilities. The goal is to enhance the management of Demand Side Management (DSM) and Distributed Energy Resource (DER) programs, which include tracking customer-owned solar, batteries, generators, and electric vehicle equipment connected to the grid.

Additionally, the Environmental Utilities administers water conservation incentive programs that require documentation of savings and expenditures for regulatory reporting. The current system is cloud-hosted on Salesforce CRM, and the new solution must improve functionality in reporting, user access, and staff workflow.

Work Details
The selected vendor will provide a turnkey rebate management system that includes:
- End-to-end rebate processing and automated workflows.
- A customer and contractor web portal with document management capabilities.
- Automated alerts for key milestones and staff dashboards for reporting and budget tracking.
- Role-based access controls integrated with existing systems.
- Migration of historical data with flexible export options.
- Compliance with security standards such as SOC 2 Type II and ISO 27001.
- A disaster recovery plan ensuring system recovery within 48 hours.
- Training materials provided by May 1, 2026, with a fully operational system by June 1, 2026.

Period of Performance
The contract will commence upon award and run through June 30, 2028, with the option to renew for five additional years at the City's discretion.

Place of Performance
The services will be performed in Roseville, California.

Bidder Requirements
Proposers must be registered to do business in California and provide proof of registration with their proposal. They must also submit a completed Proposer’s Certification, Levine Act Disclosure Statement Form, and Non-Collusion Declaration.
