Background
The City of West Sacramento is a vibrant riverfront community in Northern California, incorporated in 1987. It encompasses approximately 22 square miles and has a population of over 53,000. The City provides a full range of municipal services, including police and fire protection, parks and recreation, and environmental services.

The City currently oversees the maintenance of over 22,000 trees and aims to create an Urban Forest Master Plan to update its tree preservation ordinance to meet the needs of current and future populations.

Work Details
The contractor will develop an Urban Forest Master Plan (UFMP) that includes:
- Analyzing priority locations for tree canopy expansion;
- Establishing measurable urban forestry objectives;
- Preserving heritage trees;
- Creating an inventory of heritage trees on private property;
- Assessing the relationship between the urban forest and ecological systems;
- Reviewing development standards;
- Creating a list of future Urban Forest Projects;
- Conducting a nexus study to determine tree mitigation fees for development;
- Updating the Tree Preservation Ordinance to ensure equitable application across neighborhoods;
- Creating educational programs for residents about tree care practices; and
- Identifying funding opportunities for urban forestry goals.

Period of Performance
The initial term of the contract may be up to 3 years, with the possibility of extending for up to 2 additional 1-year terms, totaling a maximum of 5 years.

Place of Performance
The contract will be performed within the geographic boundaries of West Sacramento, California.

Bidder Requirements
Proposers must demonstrate at least five years of experience providing similar services to public agencies in California. They must also hold all necessary business licenses and certifications required to complete the Scope of Work.
