Background
The City of Chula Vista is seeking competitive proposals from experienced and qualified individuals or firms to provide professional Underwriter Services for the issuance of Community Facilities Districts (CFDs) and other land secured financings. The goal of this contract is to assist the City in achieving successful financing outcomes through strategic advice, transaction structuring, market analysis, investor outreach, bond marketing, underwriting, and closing support.
The primary focus will be on supporting anticipated bond issuances for CFD No. 2024-2 (Citrus Bay) and CFD No. 2024-2 (Moss Street), as well as providing advisory and underwriting services for future financings including CFD No. 2025-2 (Village 8 East).
Work Details
The selected firm will provide the following services:
- Strategic advice on financing options;
- Transaction structuring;
- Market analysis to assess current conditions affecting CFD and Assessment District bonds;
- Investor outreach to secure interest in bond offerings;
- Bond marketing to promote the bonds to potential investors;
- Underwriting services to evaluate the risk associated with the bonds;
- Closing support to finalize transactions.
The firm must demonstrate expertise in both tax-exempt and taxable land secured financings and possess a strong understanding of the Community Facilities Act.
Period of Performance
The contract will have an initial term of one year (12 months), with the option for four (4) one-year renewals at the City's discretion.

The services will be performed in Chula Vista, California.
Bidder Requirements
