Description

San Bernardino County is seeking Proposals from interested and qualified Proposers to provide monitoring, preventative maintenance, and unexpected repairs to Arrowhead Regional Medical Center's underground storage tanks. The number of awards will be determined by the quality of the proposals received.
Background
San Bernardino County is seeking proposals from qualified contractors to provide monitoring, preventative maintenance, and unexpected repairs for the underground storage tanks (USTs) at Arrowhead Regional Medical Center (ARMC). The goal of this contract is to ensure compliance and operational efficiency of the UST systems, which are critical for the facility's operations.

ARMC is a 456-bed acute care facility that provides a wide range of healthcare services and is fully accredited by relevant health authorities.

Work Details
The contractor will be responsible for maintaining five (5) 20,000-gallon diesel storage tanks (Red Dye Diesel), four (4) 15,000-gallon propane storage tanks, and one (1) 1,000-gallon hazardous waste storage tank. Key deliverables include:

- Monthly monitoring and compliance management
- Preventative maintenance of fuel and environmental monitoring systems
- Written monthly reports regarding UST systems
- Hazardous waste removal as needed
- Creation and implementation of safety plans
- Annual preparation and electronic submission of Cal EPA Hazardous Materials Plan
- Annual anode testing
- Emergency response within four hours for alarms/emergencies
- Training for Central Plant staff across all shifts
- Unexpected repairs not exceeding $60,000.

Required testing includes annual monitor certification, cathodic protection testing, and triennial secondary containment testing. The contractor must ensure compliance with all regulations and maintain proper documentation for hazardous waste disposal.

Period of Performance
The contract will have a maximum duration of five (5) years starting from the date an agreement is signed by the Board of Supervisors or its designee.

Place of Performance
Services will be performed at Arrowhead Regional Medical Center located at 400 N. Pepper Ave., Colton, CA 92324.
