Underground and Day Tank Maintenance Services in Oakland, CA

Background
The Department of General Services, Facilities Management Division (FMD) of the State of California is issuing this Invitation for Bid (IFB) for Underground Storage Tank (UST) and Day tank maintenance services. The goal is to procure services that ensure the proper maintenance and repair of USTs and Day tanks on state property, specifically at the Elihu M. Harris State Office Building located in Oakland, CA. This contract is established under Government Code 14685 (a), which empowers DGS to set rules for the maintenance of state buildings and grounds.

Work Details
The contractor shall provide all labor, equipment, and materials necessary for UST and Day tank services as outlined in the Sample Agreement (STD 213) and its exhibits. Services include:

1. Annual monitoring system certification for fuel levels and alarms.
2. Monthly inspections of underground storage tanks with written reports.
3. One-time secondary containment testing and overfill testing.
4. Preventive maintenance for three above-ground day tanks, including quarterly inspections, semi-annual pump set maintenance, load bank maintenance, emergency vent maintenance, and annual overfill prevention valve maintenance.
5. Foreseeable repairs as needed based on inspections with a detailed cost sheet provided in the bid submission.

Period of Performance
The anticipated term of the contract is three (3) years from the date of award.

Place of Performance
Services will be performed at the Elihu M. Harris State Office Building located at 1515 Clay Street, Oakland, CA 94612.

Bidder Requirements
Bidders must possess a valid Class C-61 Limited Specialty license with a subcategory D-40 issued by the California Department of Consumer Affairs and a Veeder-Root Startup and Service Technician Certification. Proof of insurance covering general liability, commercial automobile insurance, and worker's compensation must be submitted with bids. Bidders must also provide three references demonstrating satisfactory job performance on similar operations within the last five years. Additionally, bidders must be registered with the Department of Industrial Relations if required by law.
