Background
The County of Solano, through its Department of Health and Social Services and the Sheriff's Office, is seeking to contract with a qualified vendor to provide supplementary unarmed security services at multiple County locations.
The goal of this contract is to ensure the safety and protection of County property, employees, and the public by adapting to the diverse operational needs and security requirements of different sites.
Work Details
The contractor will provide professional unarmed Security Officers (SOs) to patrol and provide security services at designated County facilities. The services include:
- Providing one (1) Security Guard Supervisor responsible for overseeing daily operations, conducting site visits, serving as the primary contact for the County’s contract manager, and submitting daily activity reports.
- Employing Security Officers who must be certified by the California Bureau of Security and Investigative Services (BSIS), possess a valid California Guard Card, have at least one year of experience, complete 56 hours of training within three years, obtain a Crisis Prevention and Intervention (CPI) Certificate within six months of hire, and pass background checks.
- Ensuring complete shift coverage for all stipulated hours with replacement personnel provided within two hours of any absence.
- Conducting patrols to deter theft, vandalism, and unauthorized activity while responding promptly to incidents and emergencies.
- Maintaining logs of staff assignments and incidents while submitting weekly summaries to the County.
Period of Performance
The contract is expected to commence on July 1, 2026, with a duration of three years until June 30, 2029.
The County reserves the right to extend the contract for two additional one-year terms based on performance.

Services will be performed at various locations in Solano County including but not limited to:
- Government Center Campus at 675 Texas Street, Fairfield CA
- Health & Social Services facilities located at:
- 365 Tuolumne Street, Vallejo CA
- 355 Tuolumne Street, Vallejo CA
- 275 Beck Ave, Fairfield CA
- 2101 Courage Drive, Fairfield CA
- 2201 Courage Drive, Fairfield CA
- 261 S. Watney, Fairfield CA
- 1119 East Monte Vista Avenue, Vacaville CA.
Bidder Requirements
Proposers must submit proof of organizational prerequisites including valid California business licenses and evidence of at least one year of experience in providing similar services.
All personnel assigned must be certified by BSIS and possess a valid California Guard Card. Background checks including Live Scan fingerprinting are required before assignment.
