Background
The University of California (UC) is one of the largest and most acclaimed institutions of higher learning, dedicated to academic excellence in teaching, research, health care, and public service.
The UC system includes ten campuses and six academic health centers, with a commitment to responsible stewardship of resources and innovation for the public good. The UC Systemwide Procurement acts as a centralized procurement hub, developing strategies that leverage purchasing power to optimize spend across its locations.
This RFP aims to establish a Master Agreement for Preferred Technology Software and Solutions that will be available to all current and future UC locations and affiliates, as well as other public agencies through OMNIA Partners' cooperative purchasing program.
Work Details
The contract will cover the provision of technology software and solutions as a reseller. Suppliers are expected to provide full-service reseller support to all UC locations without geographic or organizational exclusions.
This includes quoting, ordering, provisioning, invoicing, renewals, escalation management, and issue resolution. Suppliers must also support major software procurement marketplaces like AWS Marketplace or Google Cloud Marketplace and comply with UC campus e-commerce methods.
Additionally, suppliers should have a small business enablement program and provide license/subscription entitlement tracking at scale.
Period of Performance
The anticipated term for the Master Agreement is from February 24, 2026, with an estimated total spend of approximately $250 million over its duration.
Place of Performance
The services will be performed across all University of California campuses and affiliates as well as other participating public agencies nationwide.
Bidder Requirements
Suppliers must acknowledge their understanding of the University of California's Purchasing Agreement and comply with its requirements. They should also demonstrate their ability to support small businesses in alignment with UC's Economic Impact goals.
Suppliers must provide financial viability documentation including audited financial statements for the past two fiscal years.
