Turnkey Energy Services

The City of Santa Ana is requesting proposals from qualified firms and organizations to provide turnkey energy services, as detailed in EXHIBIT I, which outlines the complete Scope of Services for this contract. The City of Santa Ana (City) is the entity seeking these services and is issuing this Request for Qualifications (RFQ) to identify suitable Proposers. This contract aims to secure comprehensive energy solutions through a qualified provider who can meet the City's needs for turnkey energy services. Proposers must meet specific minimum qualifications, including accreditation by the National Association of Energy Services Companies (NAESCO) and inclusion on the U.S. Department of Energy's (DOE) Qualified List of Energy Service Companies. Additionally, Proposers must hold an active General Contractor's license in the state of California for at least three years, possess a minimum bonding capacity of $10 Million, and maintain a California-based full-service support office with designers and energy engineers. Proposers not meeting these minimum requirements may be deemed non-responsive. All questions regarding this RFQ must be submitted via PlanetBids. Responses to questions will be posted on PlanetBids by the date and time indicated in the schedule of key RFQ dates on the cover page, though responses may be posted earlier. No verbal requests or responses will be accepted. Significant interpretations or clarifications will be addressed through addenda to this RFQ. Requests for consideration of proposed terms and conditions, including modifications to the City's RFQ or contract terms, must be submitted by the question deadline and should include an attachment in Word or PDF format on formal company letterhead detailing the requested modifications.
