Turnkey Energy Services

The City of Santa Ana is requesting proposals from qualified firms and organizations to provide turnkey energy services. The full Scope of Services is detailed in EXHIBIT I of the solicitation documents. These services are intended to deliver comprehensive energy solutions for the City, encompassing all aspects required for successful project completion. The City of Santa Ana is the entity issuing this request for proposals (RFP). This contract opportunity arises from the City's need to engage experienced and accredited providers capable of delivering turnkey energy services in accordance with industry and regulatory standards. To be considered, Proposers must meet several minimum qualifications: they must be accredited by the National Association of Energy Services Companies (NAESCO) and included on the U.S. Department of Energy's (DOE) Qualified List of Energy Service Companies; possess an active General Contractor's license in the state of California for at least three years; demonstrate a minimum bonding capacity of $10 Million; and maintain a California-based full-service support office with designers and energy engineers. Proposers not meeting these minimum requirements may be deemed non-responsive. All questions regarding this RFP must be submitted via PlanetBids. The City will post responses to all questions on PlanetBids no later than the date and time specified in the schedule of key RFP dates on the cover page. Proposers are encouraged to check PlanetBids regularly, as responses may be posted earlier than the stated deadline. No verbal requests or responses will be accepted. Significant interpretations or clarifications will be addressed through addenda to the RFP, which will be released and posted on PlanetBids under the Addenda/Emails tab. Requests for the City's consideration of proposed terms and conditions, including modifications to the RFP or contract terms, must be submitted by the question deadline. Such requests should include an attachment in Word or PDF format on formal company letterhead outlining the requested modifications. Significant clarifications and responses to questions received by the deadline will be addressed via addenda to this RFP.
