Background
TraPac, LLC is requesting proposals for the procurement of up to twenty-one (21) zero-emission battery-electric top handlers as part of their EPA-funded terminal electrification project at the Port of Los Angeles. This initiative supports the San Pedro Bay Ports Clean Air Action Plan's goal to transition cargo handling equipment to zero-emission by 2030. The project also includes the deployment of additional battery-electric yard tractors and infrastructure such as chargers and solar panels.
Work Details
The selected contractor will be responsible for:
- Manufacturing and delivering up to 21 battery-electric top handlers that meet specified performance requirements, including a rated capacity of 90,000 to 100,000 lbs at 2 high and achieving a lift speed of up to 60-70 fpm (no load).
- Providing warranty services for a minimum of three years or 5,000 hours of operation, whichever comes first.
- Offering maintenance training and tools necessary for on-site upkeep.
- Ensuring that all units are operational by July 31, 2028, with data collection commencing upon commissioning.
- Complying with EPA Clean Ports Program reporting requirements through a telematics system that tracks energy consumption, operating hours, and other operational metrics.
Period of Performance
The contract period will conclude on December 31, 2028, with all equipment required to be in service by July 31, 2028.

The work will be performed at TraPac's facility located at 630 West Harry Bridges Boulevard, Berths 136-147, Wilmington, California 90744.
Bidder Requirements
Proposers must be Original Equipment Manufacturers (OEMs) or authorized dealers capable of meeting EPA Clean Ports Program requirements. They must not be debarred or suspended in SAM.gov. Proposals should include compliance with Build America, Buy America (BABA) requirements and provide a self-certification letter regarding domestic content. Additionally, proposers must adhere to all City of Los Angeles and EPA grant-related requirements.
