Background
The County of Merced, a political subdivision of the State of California, seeks to contract with a Non-Profit Provider to administer the Transitional Housing Program Plus (THP-Plus). This program aims to provide housing and comprehensive supportive services for former foster youth who have emancipated from the foster care system.

The THP-Plus program was established by California State Legislature in 2001 and updated in 2014 to address the needs of at-risk youth transitioning to independent living. Work Details

- Monthly allowances for utilities, transportation, food, and personal necessities.
- Access to supportive services such as case management, job readiness training, educational advocacy, individual/group therapy, psychiatric services, mentoring, tenancy training, and aftercare services.
- Development of a Supportive Transition Emancipation Program Transitional Housing Program-Plus Plan (STEP/THP-Plus) for each participant with monthly evaluations.
- Ensure compliance with fair housing laws and maintain records for quarterly evaluations.

Period of Performance
The contract will commence upon execution and continue until all obligations are fulfilled or terminated as per the agreement terms.

Place of Performance
The program will be implemented throughout the greater Merced area where participants will reside in apartments.

Bidder Requirements
Bidders must be designated as a 501(c)(3) Non-Profit organization with state approval. They must demonstrate compliance with fair housing laws and ensure that functions of property management and service provision are separated.
