Trans Resurfacing to Del Mar Terrace MAD

Background
The City of San Diego is seeking construction services for the Trans Resurfacing to Del Mar Terrace Maintenance Assessment District (MAD). The goal of this contract is to enhance roadway conditions through various resurfacing activities, ensuring compliance with local regulations and standards. This project is part of the city's commitment to maintaining public infrastructure and providing safe transportation options for its residents.

Work Details
The contractor will provide all labor, materials, equipment, and services necessary for slurry seal work on existing paved roadways within the Del Mar Terrace MAD. Specific tasks include:

- Placement of rubber polymer modified slurry seal (RPMS) on 2.3 lane miles
- Crack sealing
- Asphalt milling and paving
- Digouts
- Pavement base repairs
- Development of a Quality Assurance/Quality Control (QA/QC) plan for asphalt and surface seal work
- Adjusting existing City manhole frames and covers to grade
- Raising appurtenances (water, sewer) and survey monuments to grade
- Street and sidewalk sweeping
- Removal and replacement of existing thermoplastic striping and markings/legends
- Traffic control drawings & permits
- Weed abatement
- Storm drain inlet protection
- Installation of inlet markings
- Sediment control
- Potential night/weekend work.

All work will occur within public right-of-way or previously disturbed non-sensitive areas only, avoiding impact on sensitive vegetation. Storm Water Best Management Practices (BMPs) will be implemented throughout construction.

Period of Performance
The contract time for completion of the work shall be 60 working days from the notice to proceed.

Place of Performance
The work will take place in various areas throughout the Del Mar Terrace Maintenance Assessment District, as indicated in the provided Resurfacing Limits Maps.

Bidder Requirements
Bidders must be certified as Emerging Local Business Enterprises (ELBE) or Small Local Business Enterprises (SLBE). The project requires compliance with prevailing wage rates, apprenticeship requirements, and submission of a bid bond at the time of bid. Bidders must also possess appropriate licensing classifications (A or C-12 or C-32) to be eligible for award.
