Work Details
The project involves constructing a three-story apartment complex with 55 units, including 54 one-bedroom units and one two-bedroom manager's unit, totaling approximately 28,360 square feet. The construction will include demolition of four existing buildings (two two-story 4-plex townhouses and two single-story duplexes), grading, trenching, utility coordination, installation of fire/life safety systems, landscaping, and compliance with accessibility standards.
The selected contractor must adhere to all applicable federal, state, and local laws including California Building Standards Code (Title 24), California Green Building Standards Code (CAL Green), ADA requirements, and prevailing wage laws under the Davis-Bacon Act. Specific tasks include:
- Demolition of existing structures;
- Mobilization and site preparation;
- Construction of building structure;
- Utility coordination;
- Installation of security cameras;
- EV infrastructure;
- Solar panel installation;
- Site improvements;
- Final inspections;
- Compliance with all project specifications.
Period of Performance
The estimated construction start date is November 2025. The contract is anticipated to last for eighteen months but may be extended at the discretion of the Authority.

Bidder Requirements
Bidders must be qualified and licensed General Contractors. They must register with the Department of Industrial Relations (DIR) to bid or work on public works projects. Compliance with Section 3 of the HUD Act is required, encouraging participation by certified HUD Section 3 businesses as well as minority-owned and women-owned businesses. Additionally, contractors must maintain insurance coverage as specified in the RFP.
