The City of Los Angeles, Bureau of Engineering (BOE), Environmental Management Group (EMG) is seeking the services of a consulting firm to conduct archaeological and paleontological resources assessment for the Cabrillo Beach Lifeguard Tower Project. *Any subconsultants that have been added to the contract and not originally a part of Schedule A must be registered with RAMP. **This TOS is only applicable to 1) Dudek, 2) LSA Associates, Inc. and 3) Aspen Environmental Group from the Pre-Qualified On-Call Environmental Specialty Studies Consultants Services List.
Background
The City of Los Angeles, Bureau of Engineering (BOE), Environmental Management Group (EMG) is developing the design for the Cabrillo Beach Lifeguard Tower in San Pedro, California. The existing lifeguard facility, placed on the site around the year 2000, is falling apart and will be demolished. This project is funded through a federal grant called the American Rescue Plan Act, which must be obligated by September 30, 2024. The goal of this contract is to conduct an archaeological and paleontological resources assessment to comply with California Environmental Quality Act (CEQA) review standards.

Work Details
The project involves the following tasks:
- Demolition of approximately 1,000 square feet of the existing lifeguard facility.
- Removal and dismantling of the existing prefabricated wooden beam structure.
- Construction of a new facility approximately 50 feet away from the current structure, consisting of an 1,800 square feet two-story building with a viewing room on the second floor and a terrestrial vehicle garage on the first floor.
- Installation of utility lines including sewage, running water, electrical, and communication lines (approximately 1,200 linear feet) with connection to AT&T service point and replacement of existing water main line (1,000 linear feet).
- Excavation for utilities under 9 feet deep.
- Construction of a foundation with 4-foot diameter piles driven 45 feet deep into the ground.
- Creation of a viewing room for surveillance with an observation deck about five feet wide.
- Construction of a driveway and pedestrian ramp connecting to existing walkways.
- Weatherproofing exterior elements to withstand heavy wind and water exposure.
- Creation of a new address along Shoshonean Road.

Period of Performance
The construction is expected to last approximately 18 months starting in winter of 2024.

Place of Performance
The project will be located at 3800 Stephen M. White Drive, San Pedro Harbor Community Plan Area in Los Angeles.
