The City of Los Angeles, Bureau of Engineering (BOE), Environmental Management Group (EMG) is seeking the services of a consulting firm for environmental documentation for the Echo Park Lake Operations and Maintenance Project. The Consultant shall: 1.) prepare CEQA documentation , 2.) prepare permit applications, 3.) conduct agency consultations, 4.) respond to requests, and secure permits. and 5.) prepare a habitat management plan for vegetation and wildlife management. *Any subconsultants that have been added to the contract and not originally a part of Schedule A must be registered with RAMP. **This TOS is only applicable to the firms on the Pre-Qualified On-Call Environmental Documentation Consultant Services List.
Background
The City of Los Angeles, through its Bureau of Engineering (BOE) and Environmental Management Group (EMG), is initiating the Echo Park Lake Operations and Maintenance Project. This project aims to ensure the long-term operational and maintenance activities necessary for the Echo Park Lake Rehabilitation Project, which was completed in 2013 as part of the Proposition O Program.

The project addresses water quality improvements and habitat maintenance for wildlife, while also functioning as a flood control detention basin. The Echo Park Lake has been designated as an impaired water body under the Clean Water Act, necessitating ongoing management to meet regulatory standards.

Work Details
The consultant will provide services including:
1) Preparation of CEQA documentation, likely a Notice of Exemption (NOE) or Addendum to the certified Environmental Impact Report (EIR), including necessary technical analyses;
2) Permit applications and regulatory support for various permits such as USACE Clean Water Act Section 404 Permit, RWQCB CWA Section 401 Certification, and CDFW Section 1602 Lake and Streambed Alteration Agreement;
3) Conducting agency consultations;
4) Responding to requests and securing permits;
5) Developing a Wildlife Management Plan to mitigate impacts on wildlife during project implementation.

Specific operational tasks include sediment removal (up to 80 cubic yards every three years), aquatic vegetation management (quarterly installation of wetland vegetation, weekly removal of floating algae), landscaping maintenance (five times a week), wildlife management (weekly removal of apple snail eggs), water quality monitoring (monthly assessments), and trash removal (weekly).

Period of Performance
The contract will be performed over an extended period as determined by the project needs, with specific tasks scheduled according to operational requirements.

The work will be conducted at Echo Park Lake, located at 751 Echo Park Avenue in Los Angeles, California.
