TOS No. 13-068 Griffith Park Performing Arts Center Project - Construction Phase

Background
The City of Los Angeles, through its Bureau of Engineering (BOE), is initiating a Task Order Solicitation (TOS) for the Griffith Park Performing Arts Center Project during its construction phase.

The BOE's Geotechnical Engineering Division (GED) is seeking a qualified consultant to provide essential geotechnical services, ensuring compliance with engineering standards and project specifications.

The project site is located at 4851 North Griffith Park Drive, Los Angeles, CA 90027.

Work Details
The consultant will be responsible for the following services:
1. **Observation and Testing**:
- Review plans and geotechnical reports.
- Confirm site preparation aligns with geotechnical recommendations.
- Collect soil samples for laboratory testing, including:
- Four (4) laboratory compaction tests (ASTM D1557)
- Four (4) sieve analysis tests (ASTM D6913)
- Four (4) expansion index tests (ASTM D4829)
- Confirm excavations reach minimum recommended depths.
- Observe exposed subgrade for suitability for backfill.
- Monitor installation of temporary shoring if required.
- Conduct fill placement and relative compaction tests using both nuclear gauge and sand cone methods, adhering to LADBS requirements.
- Ensure fill materials are free from debris and vegetation.
- Observe installation of retaining wall subdrains, footing excavations, cast-in-drilled-hole pile excavations, and pipe bedding operations.
- Submit daily reports summarizing construction activities and inspection results to GED.

2. **Compaction Certification Reports**: Two reports are required; the first draft within three working days post-earthwork completion beneath the outdoor stage structure, and the second draft after remaining earthwork completion. Each report must be reviewed by a California licensed Geotechnical Engineer before submission.

Period of Performance
The estimated duration for completing the tasks includes 45 full days (8 hours onsite each day) and 25 half days (4 hours onsite each day). A Deputy Grading Inspector will be required for 10 full-day visits and 10 half-day visits.

Place of Performance
The contract work will be performed at the Griffith Park Performing Arts Center site located at 4851 North Griffith Park Drive, Los Angeles, CA 90027.
