Background
The City of Los Angeles Department of Transportation (LADOT) is preparing for the 2028 Olympic and Paralympic Games by developing critical active transportation connections to competition venues and tourist destinations throughout the city.

This Task Order Solicitation (TOS) seeks proposals from the On-Call Professional Consultant Services Bench in the Transportation Planning and Engineering and Design Consulting categories to support project development and implementation. The goal is to enhance street safety and connect existing active transportation facilities to venues and other key destinations.

Work Details
The scope of work includes a series of tasks aimed at project management, design concepts, transportation assessments, parking assessments, geometric design plans, community engagement, pre-project benchmarks, ADA evaluations, curb ramp designs, and civil design support.

Specific tasks include:
1. Project Management and Coordination: Oversee project administration, including contract management and progress reporting.
2. Design Concepts: Provide design options compliant with Mobility Plan 2035.
3. Transportation Assessment: Conduct VMT-based CEQA assessments.
4. Parking Assessment: Identify parking impacts due to proposed designs.
5. Geometric Design Plans: Develop detailed plans with cost estimates.
6. Community Engagement: Create strategies for public involvement in project development.
7. Pre-Project Benchmark: Collect baseline data for future evaluations.
8. Pedestrian Enhanced Districts Evaluation: Assess existing conditions for ADA compliance.
9. Project Summary Memo: Summarize all findings and recommendations per corridor.

Period of Performance
The anticipated timeline for this project spans from January 2025 through December 2026, with various milestones including kick-off meetings, progress submissions at 30%, 60%, 90%, and 100% completion stages.

Construction activities are expected to begin in late 2025.

Place of Performance
The contract will be performed throughout the City of Los Angeles, focusing on specific corridors identified in Attachment E of the solicitation.
