Background
The Santa Clara Valley Transportation Authority (VTA) is seeking testing and analysis services for its Overhead Catenary System components. The mission of this contract is to ensure the safety and reliability of these components, which include clamps, insulators, wires, brackets, and other hardware that support the overhead contact and messenger wires.
The goal is to determine the root cause of component failures and identify any signs of degradation or material defects.
Work Details
The Contractor will provide laboratory inspection, testing, and failure analysis services for VTA's Overhead Catenary System components. Specific tasks include:
1) Testing components that have failed in service to determine root causes;
2) Testing insulator samples for reliability to ensure compliance with manufacturer design specifications;
3) Conducting tests to assess ultimate tensile strength and integrity of insulating materials;
4) Following American Society for Testing and Materials (ASTM) and International Organization of Standardization (ISO) standards during testing procedures.
Period of Performance
The contract will be effective for five (5) years from the date of award, with options for two (2) additional one-year extensions.
Place of Performance
Services will be performed at VTA's facilities located in San Jose, California.
Bidder Requirements
Bidders must be properly licensed as required by federal, state, or local law. They must also register with the US government's System for Award Management (SAM). Bidders are encouraged to utilize Small Business Enterprises (SBEs), although no specific SBE goal has been established for this project.
