Terminal Paging System Design and Build

Background
The Ontario International Airport Authority (OIAA) is a joint-powers authority formed between the City of Ontario and San Bernardino County, responsible for the operation of Ontario International Airport (ONT).
The airport serves over 6.4 million passengers annually and is a significant air cargo facility in Southern California.
The OIAA is seeking proposals for a modern Public Address System (PAS), Terminal Paging System (TPS), and Emergency Communication System (ECS) to enhance communication capabilities within its terminals.

Work Details
The selected contractor will be responsible for the complete design, procurement, installation, testing, commissioning, and training of a new PAS/TPS/ECS that meets the airport's communication needs.
Key deliverables include:
- Engineering and installation of Dante-compatible amplifiers and paging stations with minimal service disruption.
- Decommissioning of existing Cobranet infrastructure and replacement of up to 700 high-voltage speaker units.
- Deployment of at least 80 IP-connected paging stations with redundancy and zone control.
- Integration with existing visual messaging systems and flight information displays.
- Real-time ambient noise sensing and Sound Pressure Level (SPL) adjustment.
- Delivery of system design drawings at various stages (30/60/90%) and final as-builts.
- Final commissioning and live training for operational personnel.

Period of Performance
The project timeline includes a release date on July 29, 2025, with proposal submissions due by August 19, 2025.
The contract term is one year with up to three optional one-year renewals based on performance.

Place of Performance
The contract will be performed at Ontario International Airport located in Ontario, California.

Bidder Requirements
Bidders must demonstrate experience in deploying terminal paging systems at commercial airports, including at least two U.S. airport projects completed within the last five years.
The manufacturer of the proposed hardware must be ISO9001 certified.
Bidders are also required to comply with all insurance, licensing, and safety requirements specified by the OIAA.
