Background
The City of Milpitas is seeking to contract with multiple qualified vendors to provide temporary staffing services on an as-requested basis. The City aims to ensure that contracted temporary personnel can fulfill various roles, including administrative, clerical, professional, technical, and trade-related services. Work Details
Contractors will provide temporary staffing services as requested by the City’s Human Resources Department. Specific tasks include:

1) Providing a pool of personnel within 48 hours' notice;
2) Comparing job requirements with worker qualifications and submitting resumes for review;
3) Conducting background checks, reference checks, driving record checks, and drug screenings at no additional cost;
4) Administering payroll records and processing payments;
5) Covering workers' compensation for assigned personnel;
6) Arranging virtual interviews if requested;
7) Replacing underperforming staff within 48 hours of notification;
8) Allowing conversion of temporary employees to permanent hires after 90 days without additional cost;
9) Billing each requesting department directly; and
10) Providing monthly status reports on placements.

Period of Performance
The contract is expected to commence on or about July 1, 2026, with a term of up to five years.

Place of Performance
Services will be performed at designated City facilities in Milpitas, California.

Bidder Requirements
Respondents must be licensed and bonded according to industry practices and comply with all applicable federal and state laws. They must also submit a signed Non-Collusion Declaration and provide proof of registration with the Department of Industrial Relations for public work projects. Additionally, Respondents must disclose any prior contract failures or violations of wage laws.
