Background
The Department of General Services, Procurement Division (DGS-PD) is issuing Request for Proposal (RFP) 5259947 to establish multi-year Master Service Agreements (MSAs) for Temporary Healthcare Staffing Services (THSS). This initiative aims to address recruitment challenges faced by various healthcare positions and facilities across California, particularly in rural communities. The awarded MSAs will be mandatory for use by California state agencies and available for local government agencies.

Work Details
Contractor will provide Temporary Healthcare Staffing Services to user agencies, covering 25 Healthcare Groups with 45 Temporary Healthcare Provider Personnel (THPP) classifications. The services will be provided across ten regions in California: Superior California, North Coast, San Francisco Bay Area, Northern San Joaquin Valley, Central Coast, Southern San Joaquin Valley, Inland Empire, Los Angeles, Orange, and San Diego - Imperial. Each region will have specific healthcare groups and classifications as detailed in the RFP. Proposers must submit proposals for at least one region and one healthcare group while covering all THPP classifications within that group.

Period of Performance
The contract will be performed over an initial term of five years with an option for a two-year extension, resulting in a maximum cumulative term of seven years.

Place of Performance
Services will be provided statewide across ten designated regions in California.

Bidder Requirements
Proposers must comply with several mandatory requirements including submitting a signed Agreement Cover Letter and completing the Bidder Declaration Form identifying subcontractors. Additionally, they must provide customer references from similar services performed in the past five years and certify compliance with various state laws including the Medical Practice Act and Civil Rights Laws. Proposers must also maintain necessary licenses and insurance as specified.
