Technology Services To Operations Technology (OT) Infrastructure

Background
The Alameda County Water District (District) is a California Special District located in the San Francisco Bay Area, which has been supplying water to the residents and businesses of southern Alameda County for 100 years. The District's mission is to provide a reliable supply of high-quality water at a reasonable price to its customers. The District seeks qualified firms or individuals to provide Operations Technology (OT) support services for its hardware and software applications as part of an ongoing effort to upgrade its infrastructure and maintain technology.

Work Details
The contractor will provide various services including emergency response to system failures, maintenance upgrades, periodic software patches, cybersecurity improvements, incident response, disaster recovery support, OT infrastructure documentation updates, and project management. Specific tasks include:

1. Emergency Response: On-call services for critical issues with a response time of 4 hours and resolution within 24 hours.

2. Maintenance Upgrades: Support for OT staff in performing upgrades and improvements with an estimated effort of 100 hours over two years.

3. Software Patches: Helpdesk support for Microsoft, VMware, Citrix, Fortinet technologies with an estimated effort of 100 hours.

4. Cybersecurity Improvements: Implement recommendations from cybersecurity plans with an estimated effort of 150 hours.

5. Incident Response: Develop IR and DR plans alongside OT staff with an estimated effort of 150 hours.

6. Documentation Updates: Review and update existing documentation with an estimated effort of 50 hours.

7. IT Infrastructure Support: Provide as-needed support for IT staff with an estimated effort of 150 hours.

8. Project Management: Coordination of resources and monthly reporting with an estimated effort of 100 hours.

Period of Performance
The contract will have a base term of two years with three one-year options to renew at the District's discretion.

Place of Performance
Services will be performed across six facilities located within the cities of Fremont, Newark, and Union City in Alameda County.

Bidder Requirements
Proposers must demonstrate a minimum of five years' experience providing similar services, possess necessary certifications and licenses, and submit references from three clients for similar services within the last five years.
