Systems Integration Software Solution and Services

Background
The City of Anaheim Public Utilities Department (APU) provides electric and water services to approximately 340,000 residents and 15,000 businesses across a service territory of about 50 square miles. APU is seeking proposals for a Systems Integration Software Solution and Services to enhance its operational capabilities by integrating various critical information systems.

Work Details
The proposed solution must include software with no-code/low-code application development capabilities and a queuing/message broker platform to securely integrate disparate information systems and databases, primarily on-premises. Key functionalities include:
- Calling or being called by web services
- Accessing databases
- Parsing data files
- Performing programming logic and data manipulation
- Transferring files
- Sending emails

Additionally, the solution should provide annual maintenance and support services for software updates and technical support. Required services include:
- Training
- Installation and configuration
- Consultation on design and architecture
- Development and project support
- Optional as-needed professional services. The systems to be integrated include Customer Information/Utility Billing (CIS), Advanced Meter Infrastructure (AMI), Meter Data Management System (MDMS), Field Service Work Order System, Outage Management System (OMS), Text Messaging Service, and File Transfer services.

Period of Performance
The contract is expected to commence within two weeks of contract execution with a target completion date for the final go-live within nine months from the project start date. Hypercare support will continue for two months after the final go-live.

Place of Performance
The work will be performed on-premises at the City of Anaheim's facilities, specifically within the City network and Electric SCADA (E-SCADA) network environments.

Bidder Requirements
Respondents must maintain an active registration with the California Secretary of State and an active Anaheim business license during the term of any resulting agreement. Compliance with California prevailing wage laws is required. Respondents should also provide a detailed breakdown of applicable labor rates upon request.
