Description

The California Governor's Office of Emergency Services requires assistance to the Cal OES Recovery Directorate (Cal OES Recovery) to oversee planning and implementation of statewide recovery operations, including staffing and management of a Joint Field Office (JFO) to coordinate resources (personnel, technical assistance, funding) effectively with the Federal Emergency Management Agency (FEMA) and other State and federal agency partners. Contractor resources will be allocated to support disaster recovery and mitigation associated with the Los Angeles County Firestorm Major Disaster Declaration (DR-4856), as well as future and ongoing disaster recovery and mitigation efforts for other federally declared events. During the life of this contract, Contractor personnel will be expected to develop training programs, document work procedures, and develop other resources to support professional development and expertise of Cal OES Recovery fulltime staff.
Background
The California Governor's Office of Emergency Services (Cal OES) is seeking proposals to assist the Cal OES Recovery Directorate in overseeing planning and implementation of statewide recovery operations. This includes staffing and managing a Joint Field Office (JFO) to effectively coordinate resources with FEMA and other state and federal partners. The contract aims to support disaster recovery and mitigation efforts, particularly related to the Los Angeles County Firestorm Major Disaster Declaration (DR-4856) and future federally declared events.

Work Details
The contractor will provide personnel to support disaster recovery operations, including:
- Development of training programs for Cal OES Recovery staff.
- Documentation of work procedures.
- Creation of resources to enhance professional development for full-time staff.
- Management of Joint Field Office operations, ensuring effective coordination with FEMA and other agencies.
- Expertise in FEMA Recovery Programs such as Public Assistance (PA), Hazard Mitigation Assistance (HMA), Individual Assistance (IA), and Recovery Support Functions (RSF).
- Access to state and federal grant management systems, requiring at least three years of experience in these systems.
