Surge Staffing and Capacity Building

Background
The California Governor's Office of Emergency Services (Cal OES) is seeking proposals for the Recovery Directorate Surge Staffing and Capacity Building project. This initiative aims to enhance the planning and implementation of statewide recovery operations, particularly in response to federally declared disasters such as the Los Angeles County Firestorm Major Disaster Declaration (DR-4856). The goal is to effectively coordinate resources with FEMA and other state and federal partners, ensuring efficient disaster recovery and mitigation efforts.

Work Details
The contractor will provide staffing and management support for a Joint Field Office (JFO) that includes:
- Development of training programs for Cal OES Recovery staff.
- Documentation of work procedures.
- Creation of resources to enhance professional development.
- Expertise in FEMA Recovery Programs including Public Assistance (PA), Hazard Mitigation Assistance (HMA), Individual Assistance (IA), and Recovery Support Functions (RSF).
- Access to state and federal systems for grant management, requiring at least three years of experience with systems like NEMIS, FEMA GO, or FEMA Grants Portal.
- Staffing requirements include specialists in various roles such as Joint Field Office Specialist, Debris Removal Specialist, Public Assistance Specialist, among others, with specified years of emergency management experience.

Period of Performance
The contract will commence upon award and must be completed by the termination date specified in the agreement. Performance must start no later than ten days after contract approval.

Place of Performance
Services will be performed primarily in California, specifically within areas affected by federally declared disasters.

Bidder Requirements
Proposers must meet specific qualifications including:
- Certification as a Small Business or Disabled Veteran Business Enterprise (DVBE) if applicable.
- Commitment to at least 3% DVBE participation in the contract value.
- Compliance with insurance requirements as outlined in the Sample Standard Agreement.
- Submission of required attachments including Bid/Bidder Certification Sheet, DVBE Declarations, and a narrative proposal demonstrating qualifications.
