Supplemental Maintenance and Support Services for Port Police Technology Systems

Background
The City of Los Angeles Harbor Department (Harbor Department) is seeking proposals for supplemental maintenance and support services for Port Police technology systems. The Port of Los Angeles serves as a critical hub for international commerce and is protected by the Port Police force, which operates 24/7 to ensure safety against various threats. The selected consultant will work under the direction of the Information Technology Division (ITD) to enhance the operational reliability of the Port Police's communication systems.

Work Details
The consultant will provide 24x7 support, monitoring, and maintenance services for existing Port Police technology systems, including repairs, upgrades, equipment refresh, installation, moves, adds, and changes. Specific responsibilities include:
- Serving as first line support for users
- Managing user accounts
- Providing data backups
- Troubleshooting issues
- Liaising with solution providers
- Maintaining specialized third-party solutions such as Motorola's Land Mobile Radio System, Computer-Aided Dispatch (CAD), Records Management System (RMS), and various other communication and security technologies.

The consultant must also manage spare parts inventory, conduct preventive maintenance inspections, maintain documentation of system configurations and updates, and ensure compliance with applicable laws.

Period of Performance
The contract is expected to last three years from the date of execution.

Place of Performance
Services will be performed at the Port of Los Angeles.

Bidder Requirements
All consultants and subconsultants must be registered on RAMP at the time proposals are due. Proposers must comply with demographic reporting requirements as per Mayor’s Executive Directive 35. Additionally, proposers should have knowledge of law enforcement technology systems.
