Background
Mesa Water District is a special district in coastal Orange County, California, providing local, reliable, clean water to 110,000 residents and over 80 million visitors. The District operates seven clear water wells and treats additional water from deep aquifers. The SCADA system is critical for safe and reliable water service. This project aims to assess current SCADA conditions, identify improvement opportunities, and evaluate governance and emerging technologies to future-proof operations.
Work Details
The Consultant will conduct a strategic SCADA Needs Assessment including the following tasks:
1) Project Management: Conduct a kickoff meeting to define project goals, identify stakeholders, establish communication protocols, and deliver a project plan. Provide monthly progress updates; coordinate meetings and invoicing.
2) Information Discovery: Review existing SCADA documentation, conduct interviews and site visits to verify asset information. Develop a comprehensive SCADA Asset List including hardware, software, communications infrastructure, responsible parties, and criticality. Prepare a Baseline Conditions Memo summarizing existing conditions and identifying information gaps.
3) Staff Training and Visioning Workshops: Deliver training sessions on SCADA fundamentals and emerging technologies. Organize workshops with stakeholders to discuss current performance, desired future state, operational challenges, staffing models, governance practices, and cybersecurity framework.
4) SCADA Needs Assessment Technical Memorandum: Compile a memorandum summarizing baseline conditions, stakeholder input, and recommendations for asset management improvements.
5) Develop a Scope of Work for the SCADA Master Plan based on assessment outcomes.
Period of Performance
The anticipated term of the agreement is 12 months from the Notice to Proceed.
Place of Performance
Services will be performed at Mesa Water District facilities located in Costa Mesa, California.
Bidder Requirements
Consultants must demonstrate competency in performing the work outlined in the RFP. Subcontracting is permitted with prior approval from Mesa Water. Proposals must include a signed Agreement Acceptance Form indicating acceptance of all terms without exceptions.
