Description

The California Department of Education (hereinafter referred to as CDE) is soliciting bids to provide all necessary work to provide Summer Food Service Program Banners 2026 to the Nutrition Services Division (NSD) located at 401 North 3rd Street, Sacramento, CA 95811, in accordance with the specifications contained herein this Invitation for Bid (IFB). It is anticipated that the contract start date will begin approximately on March 15, 2026. The actual start date of the contract is contingent upon approval of the agreement by the Department of General Services (DGS), if required. Bidders may submit questions, requests for clarification, concerns, and/or comments regarding this IFB. All questions must be submitted in writing via email. The bidder must include their name, e-mail address, and telephone number with its submission of questions. The bidder should specify the relevant section and page number of the IFB for each question submitted. Questions must be received by 2:00 pm PDT on Tuesday, October 28, 2025.
Background
The California Department of Education (CDE) is soliciting bids for the Summer Food Service Program Banners 2026 to support its Nutrition Services Division (NSD). The goal of this contract is to provide high-quality vinyl banners that will be used in promoting the Summer Food Service Program. The contract is contingent upon approval by the Department of General Services (DGS) and aims to enhance the visibility and outreach of the program.

Work Details
The contractor will provide all necessary materials, labor, packaging, and delivery services for a total of 3,750 vinyl banners. This includes:

- Printing 2,250 English banners and 1,500 Spanish banners, each measuring 3' x 6'.
- Banners must have a 1-inch hem on all sides, be heat welded, and printed using solvent or UV latex inks.
- Material specifications include 12 or 13 ounces white gloss vinyl with UV protection for outdoor use.
- Each banner will feature gold finish grommets (3/8” size) positioned appropriately for hanging.
- All banners must be individually packaged in mailing tubes suitable for rolled banners.
- Delivery of all banners must occur by May 15, 2026, at the Sacramento Distribution Center during specified hours.

Period of Performance
The contract period is from March 15, 2026, to June 30, 2026.

Place of Performance
The work will be performed at the contractor's location for printing and packaging. Final delivery will be made to the Nutrition Services Division at 401 North 3rd Street, Sacramento, CA 95811.

Bidder Requirements
Bidders must have at least three years of experience in printing vinyl banners and provide two professional references. They must possess on-site equipment capable of high-quality printing from digital files and have proficient operators skilled in Adobe Creative Cloud software (Illustrator, Photoshop, InDesign). Additionally, bidders must comply with insurance requirements including Commercial General Liability and Workers’ Compensation.
