Strategic Planning, Goal Setting and Team Building Consultant

Background
The City of San Bernardino is seeking quotes from qualified consultants or firms to provide strategic planning, goal setting, and team building services for the City Manager and City Council under a Council–Manager form of government.

The goal of this contract is to facilitate a collaborative session aimed at aligning leadership around shared goals, fostering a positive working dynamic, and establishing a clear roadmap for operational priorities.

Work Details
The selected consultant will provide the following services:
- Facilitation of a strategic planning workshop or session;
- Development of a shared mission, vision, and priorities;
- Goal setting with measurable outcomes;
- Team building exercises to enhance Council–Manager collaboration.

The session will result in one (1) year set of goals for the City Manager and the pursuit of a 5-year strategic plan for the City Council.

Additionally, the consultant will produce a clear, public-facing set of goals to guide implementation with the City Manager and staff.

Period of Performance
The contract will be performed following the award until the completion of the strategic planning session and subsequent deliverables.

There will be an emphasis on achieving one (1) year set of goals and developing a 5-year strategic plan.

Place of Performance
Services will be performed within the City of San Bernardino.

Bidder Requirements
Bidders must submit a brief proposal outlining their approach and methodology, sample agenda(s) from similar engagements, an experience summary and qualifications of key personnel, references from at least two public-sector clients, and total estimated cost including hourly or flat rates, travel, and material costs if applicable.
